- Chapter 13 allows individuals, who have certain levels of income, to reaffirm some debts, like those for a home, car or business asset, pay debts they are behind on and reduce the amounts owed to others, such as personal loans, credit cards and the like, and to make those arrearages and reduced amounts over periods of time as set by law.
